Humanitarian needs in the EU’s immediate neighbourhood have rapidly increased due to a fully-fledged war, refugee crisis, and natural hazards. The EU continues its humanitarian and civil protection operations to help the most vulnerable.

Armenia and Azerbaijan
The 6-week-long 2020 war in and around Nagorno-Karabakh resulted in severe consequences for the inhabitants of the region. Last year, the escalation and subsequent ceasefire led to mass exodus of people from Nagorno-Karabakh.
Moldova
Russia’s aggression against Ukraine, which began in February 2022, continues to have significant consequences for neighbouring Moldova.
Türkiye
The Turkish government in close cooperation with the EU continues to respond to the refugee crisis and the aftermath of the February 2023 earthquakes.
Ukraine
Russia’s war on Ukraine continued to escalate in 2024 and shows no signs of abating in early 2025. Heavy fighting and attacks continue to endanger the lives of civilians and cause severe damage to housing, water and electricity supply, heating, and public infrastructure.
